Wage theft is when a construction company or other employer withholds benefits, such as jobsite breaks, compensation and benefits, that a worker has earned, according to the National Employment Law Project, Wage theft often goes unreported either because employees are not aware of what they’re owed or because they fear retaliation.

However, employees can file complaints against their employers to the U.S. Department of Labor and, depending on where they live, the department of labor in their state.
