Frank is the Director of Quality Control for Ceco Concrete Construction. Frank is responsible for quality control, training, and assists in troubleshooting for CECO’s 18 offices across the nation. In this role Frank has developed, implemented, and updated many of[FS1] Ceco’s quality control processes, lessons learned and best practice programs.

Frank is a licensed professional engineer in Maryland, Virginia, and the District of Columbia. Frank has a Master’s Degree in Construction Management from Catholic University, Washington, D.C., and a Bachelor’s degree in Civil Engineering from Virginia Tech in Blacksburg VA.

Frank is active on several technical committees at the American Concrete Institute (ACI), American Society of Concrete Contractors (ASCC), and the Post Tensioning Institute (PTI).
